Although Governor Schwarzenegger is not going to move forward with the government reorganization plan (known as GRP1) which would eliminate the California Integrated Waste Management Board (CIWMB), it appears that he is still contemplating action that would merge or eliminate the board. This is worrisome to Waste Management, and we have joined with the Sierra Club, the League of California Cities, Californians Against Waste and a broad spectrum of other stakeholders to raise concerns about the "loss of sunshine” that this move would bring to the solid waste policy and regulatory decision-making process in California.
Apparently, the specific recommendation of the GRP1 that would transfer CIWMB's authority to the Secretary of Cal/EPA is still under discussion. Our principle concern about this change, which is shared by our coalition members, is that it would eliminate the public process of decision-making that is inherent in a board structure. Instead, decision-making would be transferred to single individuals within the bureaucracy – who are not required to make their decisions “in the light of day.” While we can support some measure of reorganization and consolidation of waste and recycling programs, eliminating the public decision-making body entirely is not something we can support.
Waste Management will continue working with our coalition of stakeholders to find ways to increase efficiency and effectiveness of state government –without jeopardizing public access to the decision-making process.
