Waste Management's local government consultant Larry Rhinehart learned the politics of small city government the hard way; he spent ten years as the Mayor of Montclair. Larry began his stint as mayor in 1986 after serving as a City Councilmember. Larry came away from his city government experience with respect not only for the power of local government, but also for the importance of looking outward—and using relationships that are local, regional, statewide and national to enhance his local effectiveness.

Larry's outward looking philosophy served him well during his years in Montclair. He was able to bring a unique pilot program to Montclair's MetroLink station that offered on-site child care to commuting parents. It was paid for in part by Riverside County—despite the fact that Montclair isn't even in Riverside County. Larry's extended relationships also came in handy after the 1990 Upland Earthquake, when calls offering help came in from as far away as San Jose. Also under Larry's watch, the Montclair Plaza expansion was completed and Monte Vista Avenue was extended north through the city—offering residents a direct connection to the 210 Freeway.

In Larry's down time he is something of a car aficionado. He is a huge racing fan and at the NASCAR race in Fontana this spring, his Waste Management hat literally got him some time with one of his racing heroes-- John Reiser, owner and general manager of Matt Kenseth's #17 Busch Series car. (Kenseth is sponsored in part by Waste Management.) "John saw my hat and just invited me over," says Larry. He spent most of the afternoon in the pit getting to meet and hang with the team. Larry is also restoring a 1965 Mustang (although he ruefully admits he has spent more than twice as much on this Mustang as he did on his first 1965 Mustang which he actually bought in 1965.) Larry's car obsession is indulged by Judy, his wife of forty-five years. They have two adult sons, Marty and Rick and are the proud and active grandparents of 4 grandchildren who all live (and play sports) locally. Luckily, none of the grandkids are driving aged yet, so Larry doesn't have to lend them the Mustang.

Before Larry joined Waste Management, he was the Director of Government Relations at the South Coast Air Quality Management District (SCAQMD), where he managed air quality outreach efforts with local and state government officials in the four counties served by AQMD. Both through his work in Montclair and his professional work at the SQAMD, Larry got to know and respect Waste Management's work in the LA region. He was impressed by the high quality, high level of service and environmental responsibility of WM, both on a corporate and on a local level, so when Public Sector Services' Carolyn Anderson ran into him and asked him if he wanted to work with WM as a consultant on city franchises, he quickly said yes. "I truly believe in Waste Management, and what they do for their communities" he says.
